Realizing the right to adequate housing for all

About NFHR

The National Fund for Housing and Reconstruction (NFHR) was established in 2008. It was set up as a presidential initiative to support state funds in delivering affordable housing units for middle and low-income groups and guiding and helping war-affected states in reconstruction and resettlement projects. In 2019, NFHR assumed a wider role as the main housing authority and is now working very closely with the Supreme Council for Urban Development and Planning. Implementing this shared vision requires the development of appropriate and balanced housing delivery structures and legal frameworks that support the living needs of all urban inhabitants, housing programmes and laws. These should enable rather than obstruct the right to adequate housing.

Building capacities for the staff on NFHR

The requested training is aimed at building capacities for the staff of NFHR (4), the State Housing and Reconstruction Funds (18), The University of Khartoum (2), Red Sea University (1), the University of Kordofan (1), The Sudan Urban Development Think Tank (2) and the Supreme Council for Urban Development and Planning (2) to gain a critical understanding of the main principles behind the provision of adequate housing delivery and how to apply these principles in the design, implementation and assessment of housing policies, and to be able to roll out contextualised trainings on' realising adequate housing for all in Sudan.

Training objectives

The training objectives are in line with the mandates of NFHR, which are:

• Housing affordability
• Slum-upgrading
• The construction sector
• Homelessness.

Impact of the training

By the end of the training, the staff of NFHR and participant organisations will gain a critical understanding of the main principles behind providing adequate social housing delivery and how to apply these principles in the design, implementation and assessment of policies. The following skills will be in focus:

• Housing justice: understand and evaluate housing from the perspective of sustainable urban development, livelihoods, gender, and human rights
• Housing needs: perform housing needs assessment and local housing system analysis
• Housing delivery: learn how to apply the principles of adequate housing provision and explore various housing delivery models.
• Social Housing: capacity development for planning and implementing and performance management of social housing projects
• Affordable Housing Finance: learn about different affordable housing funding scheme models.]

On top of that, University Lecturers will be able to contextualise the IHS training modules and tailor them for future local repetition.

"Our partner in delivering the Tailor-made Training in Sudan was the Sudan Urban Development Think Tank (SUDDT), with whom we acquired the project. They were a great partner, all dedicated urban professionals, mostly women, working hard to contribute to urban development under challenging circumstances. It was a pleasure to work with them, including two alumni from our Urban Housing, Equity and Social Justice Master track. Despite the difficult start, as we had to postpone several times due to political circumstances and even demonstrations when we were in Khartoum, we managed to deliver the whole course as planned and hope for a continuation of our collaboration with SUDDT."
